A Warning for Keir Starmer from His Own History: Without Boldness on Britain's EU Exit and the EU, Your Party Challengers Shall Be.

Back in 2018, a mere a short phrase to ignite a Labour conference and to show Labour was becoming disillusioned with Jeremy Corbyn. While not precisely stirring rhetoric, the words were greeted with wild cheering as delegates stood for an impromptu ovation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, visibly startled. He wasn't really accustomed to his addresses producing such a reaction. His statement was simply: "Nobody is ruling out remain as an option". But context is everything.

In that darkly divisive time in 2018, departing from his agreed text like this was inevitably viewed as issuing a challenge to the party leader, who was trying to prioritise leave supporters in key constituencies above the Europhile sentiments of his party. With that single address, this grey-suited shadow Brexit secretary underwent a transformation – albeit temporarily – into a risk-taker who would stand up for most Labour MPs, members and voters against a leader he later succeeded.

The Evolution of Stance and Closed Debates

Since then, much has happened, especially for Starmer himself. An early move upon assuming leadership in 2020 was to declare the Brexit issue had been settled by the 2019 general election. And, at the last one, he repeatedly emphasised unbreakable pledge commitments that ruled out re-entry into the European Union or its core structures.

Similar to Corbyn, his strategy has been to pursue Brexit-y voters in target constituencies, despite survey data indicates a significant number have died or changed their minds.

Pressure Building on Europe

However, the tables have turned and Starmer is now to be an embattled party leader. While Europe is no longer the boiling pot in UK politics, a lid which was tightly sealed for five years is starting to loosen again.

Both Starmer and Rachel Reeves have intensified the rhetoric regarding the damage caused by Brexit has caused to Britain's economic standing. It’s a useful stick with which to beat Nigel Farage, who now rarely mentions his flagship policy was his primary goal and remains his sole political accomplishment.

Nevertheless, the scale of the damage, which by some estimates has resulted in an economy that is significantly diminished compared to EU membership, towers over the minor adjustments thus far implemented by ministers. The PM's much-touted re-set deal negotiated with the EU in 2024 provides gains measured in low decimal points.

Internal Pressure and Ambitious Proposals

The chancellor is among those trying to overcome long-standing Home Office resistance to an expansive version of a growth-enabling program for young people by which youths can move between Britain and Europe for work or study.

David Lammy muses openly about the “self-evident” benefits of being in a customs union with the EU, while a dozen Labour MPs, such as the head of the Treasury select committee, recently supported an opposition proposal on customs union membership.

Although Nick Thomas-Symonds, the minister in charge of EU policy, now present at all cabinet sessions, insists the red lines are still in place, there exist avenues these could be bypassed. One idea would be to announce the start of negotiations now for a more ambitious agreement, to be featured in the following election platform, to be enacted only after securing a new electoral mandate.

The Prime Minister's Deep-Seated Scepticism

Yet, Starmer has lately been pouring cold water on the idea cautioning that rejoining a European customs area would “unravel” the trade pacts with the US, which he regards as signature achievements of his premiership.

It is understood that Starmer's doubts go still deeper, stemming from three further factors.

  1. Firstly, he believes any customs union agreement is now much harder because his ministers actively diverging from European rules in numerous policy areas, including the environment.
  2. Second, the prohibitive cost demanded from Britain to join a European defense initiative and the ensuing failure in talks has convinced British officials that former EU partners are less interested in cutting special deals with Britain and are more focused on proving that leaving the EU was a mistake.
  3. Thirdly, America's latest security doctrine, praised by the Kremlin, is viewed by key advisors in Number 10 as a reason for Britain to keep its distance from the EU.

An Alarming Document and Geopolitical Calculations

This strange and concerning American strategy paper claims Europe faces cultural extinction because of Muslim migration. It contains a single mention to Britain, found on a suggestion that the US government will intervene in our politics to encourage the growth of nationalist movements.

But, far from deciding that this makes the US an undependable ally, the government is worried that aligning closer with Europe could upset the global balance by risking precarious American backing for Kyiv, NATO, and other alliances.

Leadership Speculation & The Echo from the Past

This situation returns us to the conference of 2018. Starmer has always said his speech was not a pitch for the leadership but simply an attempt to preserve the possibility of staying in the EU being on the ballot paper. In fact, back then, he still supported a “bespoke customs union deal” of the kind he currently seems to reject.

Observers within the Prime Minister's office have noticed that Wes Streeting, widely considered would stand in any leadership election, is among a clutch of senior ministers signaling they desire greater ambition on Europe.

Aides to the Deputy Prime Minister, another likely contender in a future race to replace Starmer, maintain she refuses to comment on her position regarding a customs pact as it would merely “escalate unhelpful speculation”.

The Clear Risk and A Wise Memory

The risk is clear. If Starmer rules out significant moves towards EU alignment, he cedes ground to claim the territory where the overwhelming majority of Labour MPs, members and voters are to be found.

It would be prudent for Starmer to remember the effect that a short phrase had for him seven years ago. There are options for a big offer on EU relations which the PM ought to consider; he should explore them himself, before someone else adopt them as their own.
